CIR strives to make its program and operations accountable and transparent to the public, donors, and friends.

CIR’s governance

CIR’s overall policy is set by an independent Board of Directors which meets regularly to review all of CIR’s programs. CIR’s board is principally advisory and its members include academics, businessmen, and attorneys. A list of CIR’s current Board members can be found here.

Financial disclosure

CIR publishes its IRS Form 990, audited financial statements, and annual report each year. They are available here.

Internal controls

CIR follows generally accepted practices for preventing and discovering fraud including:

  • Conflict of interest policy
  • Whistleblower policy
  • Records retention policy
  • Privacy Policy permits donors to instruct CIR not to release their names and contact information to other organizations.
  • Documented process for determining CEO compensation
  • CIR does not make loans to related parties
  • CIR Board members do not receive compensation
  • CIR uses an indepdendent accountant, Councilor, Buchanan & Mitchell, to prepare audited financial statements
  • CIR’s Treasurer is a member of the Board who chairs an audit committee, which independently reviews CIR’s financial statements with CIR’s outside auditor, and independently reviews¬†CIR’s IRS Form 990 before it is filed.
